It has been nearly three years since the incident of London. Hester and Tom are at Airhaven where Piotr Masgard, leader of Arkangel's Huntsmen, is offering gold for the whereabouts of cities to eat. Tom argues with Piotr about the morality of his occupation before Hester drags him off to the Jenny Haniver.
They leave Airhaven with an esteemed historian, Proffessor Pennyroyal, but are attacked by the Green Storm (an extremist anti-tractionist group with a strong air-fleet) and take refuge in a town called Anchorage.
Anchorage is nearly abandoned by the effects of plague, and the young Margravine, Freya Rasmussen has read Pennyroyal's book on luxurious green pastures in the Dead Continent (which we soon learn is an utter fabrication), and charges the Professor to lead the town there so it can become a static settlement.
Freya also gets really cozy with Tom, and after a drunken kiss, Hester leaves in the repaired Jenny Haniver and sells Anchorage to Piotr Masgard. She claims Tom will be her predator's gold, and secretly plans to stage his rescue so he'll fall back in love with her.
However, she is kidnapped by an Agent of the Green Storm and is taken to Rogue's Roost. In a place called the Facility she meets an old comrade of Anna Fang's, called Sathya, who has resurrected the League Agent to lead the anti-tractionists into war. Sathya believes Hester to be a Tractionist allied with Thaddeus Valentine (who we discover was Hester's father), and thus responsible for Anna's death. She is desperate to use Hester to spark memory in the Stalker Fang, so she can lead as the woman she once was.
Popjoy, the man who built Stalkers in London has survived, and been enlisted by the Green Storm to build them a Stalker army. He also invents the Stalker bird.
Meanwhile, back in Anchorage, three Lost Boys have been looting the town and seen everything that's been happening there. One of them, called Caul, sympathizes with the 'drys'. Because of his meddling he is ordered by Uncle to lure Tom back to their limpet, the Screw Worm. They take Tom back to Grimsby where he meets Uncle, who offers him the chance to rescue Hester from the Facility. He agrees, and serves as a diversion for Uncle's real incentive; to get bombs inside Stalker Fang's Memory Chamber and blow her up.
Caul is angry when he discovers the Lost Boys don't actually plan to help Tom when he is caught, and lets off the spider-bombs before they reach their destination. This causes havoc in the Facility and allows Tom and Hester to escape.
The Lost Boys charge in to finish Stalker Fang off, but are all killed, and she manages to escape to the Jenny Haniver. Tom and Hester are already there, and she recognizes Tom, and lets them go to rescue Anchorage from Arkangel.
When they get there it's too late. The Huntsmen have rounded up all the inhabitants and killed the town's engines for their city to catch up. Pennyroyal escapes in the Jenny Haniver, and shoots Tom . Hester kills all the Hunstmen.
Meanwhile, in Grimsby, Caul is slowly hanging to death when his crewmate, Gargle saves him, gives him a map to Vineland (the real green pastures in the Dead Continent; nowhere near as prosperous as Pennyroyal describes), and helps him escape to Anchorage in the Screw Worm.
Arkangel chases Anchorage onto thin ice, cracking through and getting submerged. Anchorage floats away on a large chunk of ice. Caul gives them the map, and they settle in the Vineland. Tom survives his bullet wound, and Hester discovers she's pregnant with his baby.
Stalker Fang leads the Green Storm and overtakes the Anti-Traction League, starting an age of grim battle against the Tractionists. Pennyroyal gets rich writing more lies in his most recent book; Predator's Gold.
